If they are vinyl you can’t hurt them. First take them down and take them outside,Use a good household cleaner with amonia to remove the dirt. Wipe them with a soft rag to remove stubborn dirt. Rinse with the garden hose and allow to dry. Rehang.

You can use a cleaning product called Mean Green on them.
If you can fit them into your tub, add about 1 cup of the Mean Green to a tub full of hot water, not boiling hot,you don’t want to warp them, just get get the grime off them. soak for about a hour, then while they are still in the tub, lift them up and down in the water,(dunking them) a few times then rub them down with a soft cloth.Rinse them really good (the shower head works well for this.)Then re-hang them. If you can’t get them in the tub, take them down and lay them on your patio. add the Mean Green to a bucket and wash them down, rinsing well with a hose and re-hang them.
    Hope this helps.

Wash in the bathtub with hand floor brush (or rag/sponge). I loved products like Pine-Sol & similar products; however, liquid Spc-N-Span works best on blinds and ceiling fans.

After washed, drain tub & refill for rinse (don’t have to ‘wash’ during rinse), drape blinds over fence or something to drip dry.
