Window Blinds Info and Tips

The window is ont he brown purplish brown wall. Should I use an ivory curtain and sheer there, or something dark, like the wall? Also, could I make the sheer dark, and have the outer curtains light? I don't know much about window treatments! Thanks!

What is the best way to measure for curtains so that there the curtains will be wide enough and tall enough?
