Hanging curtain rods without damaging the wall?

In my apartment we’re not allowed to take down the plastic shades, so I was going to pull them up all the way and hang curtains in front of them, but we’re also not allowed to make any holes in the wall. The tension rods that go inside the window probably wouldn’t work since the plastic shades will be in the way. I could put the curtain panels and sheers in under the shades, but I would at least have to put the scarf valence in front of the shades. I was thinking of something like this: http://www.walmart.com/catalog/product.do?product_id=5700361 but it won’t be long enough since there are 3 windows right next to each other and I wanted to put in one rod for the whole thing. Are there bigger twist & fit style rods, and/or something like a command hook that could adhere the rod to the wall?

How do you hang curtains outside of vertical blinds?
